Ray Shuler, Senior Advisor

Ray Shuler brings more than three decades of experience in law enforcement, public safety, and technical operations. He spent over 20 years at Homeland Security Investigations (HSI), culminating in his position as Assistant Director. There, he led major systems development and technical operations initiatives, helping to modernize critical infrastructure and coordinate high-impact law enforcement efforts. Shuler spearheaded the buildout of the RAVEn program, an innovative government data analytics platform that merged ten antiquated systems into a single innovation lab. Operating within a $64M budget, he unified multiple data holdings, including financial, border, and interagency sources, into a single data layer, dramatically reducing connection time and uncovering previously unknown investigative targets. He also championed a federal data modernization initiative aligned with artificial intelligence and machine learning, advancing enterprise-wide analytics tools that enabled field offices worldwide to access information more effectively.

As head of the Cyber Crimes Center, Shuler directed all child exploitation investigations, cyber and dark web operations, and network intrusion response. Under his leadership, HSI seized $4.6 billion in cryptocurrency and increased child exploitation investigations by 50% year over year. He spearheaded the KNOW2Protect initiative, a DHS public outreach campaign focused on child exploitation prevention and education, and oversaw a record number of cyber intrusion interceptions targeting critical infrastructure, Fortune 500 companies, and healthcare systems.

Shuler also directed HSI's Technical Operations Center, overseeing all Title III wiretap investigations, covert operations, and mobile and radio communications for 20,000 employees. He managed security operations for nine National Security Events, including national marathons, the Rose Bowl Parade, and presidential elections, without incident. As Deputy Assistant Director of Systems Development, he supervised case management and analytical systems for HSI's global footprint spanning 220 domestic cities and 80 international offices across 53 nations, administering a $50M budget with oversight of all cloud hosting, equipment, and facilities.

Prior to federal service, Shuler served as Chief of Police for the Rowan County Alcohol Beverage Control Law Enforcement Division in North Carolina and spent nearly six years as a police officer with the Charlotte-Mecklenburg Police Department. A graduate of Gardner-Webb University with a Bachelor of Science in Criminal Justice, he combines deep operational expertise with a forward-looking vision for technology-driven public safety.
