James Waters is a seasoned law enforcement executive and counterterrorism expert with over four decades of experience in municipal, domestic, and international security affairs. A former Chief of Counterterrorism for the NYPD, he has led complex security operations and high-stakes emergency responses in one of the world’s most challenging urban environments.
An accomplished emergency manager and strategic leader, Mr. Waters is known for building cohesive teams, driving operational innovation, and championing organizational change. His expertise spans threat mitigation, crisis coordination, and cross-agency collaboration.
Mr. Waters holds a Master of Public Administration from Marist College and is a graduate of the Columbia University Police Management Institute. His career reflects a lifelong commitment to public safety, resilience, and national security.
