Gail R. Miller is a former DHS Senior Executive and enterprise leader who helps organizations reimagine how they work, lead, and deliver results in a rapidly changing landscape. With more than 25 years of leadership across the Departments of Homeland Security, Energy, and Defense as both a federal employee and consultant, she has repeatedly guided organizations through complex transitions—from enterprise turnarounds and major budget expansions to culture change efforts, operational redesigns, and modernization initiatives.

As the Executive Director of Enterprise Services at DHS Science & Technology—a COO-level role—she led finance, acquisition, IT, HR, facilities, and enterprise operations for a 1500-person organization, overseeing a 350+ member team, and more than $800M+ in resources. Her portfolio included enterprise IT modernization, procurement governance, and major technology deployments, all delivered through a people-forward approach that strengthened acquisition functions, reduced IT overhead costs, and improved transparency, efficiency, and mission alignment. Her leadership consistently drove significant, measurable improvements in customer and employee satisfaction.

Today, Gail advises clients on operating model design, governance, workforce transformation, and the future of work. She also speaks on the practical implications of AI for mission-driven organizations and helps leaders align people, processes, and technology to build resilient organizations prepared for the next era of government and industry collaboration.
